About the Conference
The conference ‘Horizon Scanning in Healthcare: New Therapeutic Modalities — From Platforms to Clinical Practice' will explore emerging therapeutic platforms poised to shape the next phase of healthcare, including gene and cell therapies, mRNA-based approaches, oligonucleotide therapeutics, genome and RNA editing technologies, and other innovations that are transforming the future landscape of medicine.
The discussion will focus not only on the scientific potential of these modalities, but also on the assessment of emerging technologies, priority-setting, infrastructure readiness, regulatory pathways, workforce capacity, financing, and patient access to innovative therapies. Particular attention will be given to international experience, including approaches to creating the conditions needed for the development, assessment, prioritisation and adoption of new therapeutic platforms in the Middle East and China, as well as the roles of universities, research centres, industry, regulators and the healthcare system in advancing these technologies and ensuring access to them.
The conference will bring together representatives of federal government bodies, regulatory and expert organisations, research and academic communities, clinical centres, developers and manufacturers of medicinal products and medical technologies, investors, and companies interested in advancing an innovative healthcare ecosystem. It will provide a professional forum for discussing technology development priorities over the next 5−10 years and formulating proposals to improve the conditions for integrating new therapeutic solutions into the healthcare system.

  • What model should be developed for a university-based horizon scanning centre in Russia, and which international practices could be adapted?
  • What outputs should a horizon scanning centre produce: signal reports, early assessments, policy briefs, dashboards, priority lists of technologies or recommendations for further assessment?
  • Which criteria should guide technology prioritisation: unmet medical need, expected clinical benefit, maturity of the evidence, budget impact, infrastructure readiness or implementation risks?
  • Which signal sources are most important: clinical trials, scientific publications, patents, regulatory decisions, investment trends, real-world data (RWD) or international databases?
  • How do different countries organise horizon scanning, and how is it linked to health technology assessment (HTA), regulatory decision-making, procurement, financing and clinical translation?

  • Which clinical areas should be prioritised for early assessment: haemato-oncology, rare diseases, inherited disorders, immune-mediated conditions and severe chronic diseases?
  • How do hospital-based models, personalised manufacturing and industrially manufactured products compare, including requirements for GMP compliance, quality control, logistics, data comparability and long-term monitoring?
  • What infrastructure is needed for implementation: expert centres, laboratories, biobanks, patient registries, coordinated patient pathways, multidisciplinary teams and long-term follow-up?
